The state of Louisiana transferred of dozens of incarcerated youth-mostly Black males to the Louisiana State Penitentiary, also known as "Angola", which was built on a former slave plantation. The facility became notorious for human rights abuses and harsh labor, making the decision to hold youth there considerably controversial.
